As society begins to unravel under the pressure of massive unemployment, environmental disasters, and political gridlock, many find hope when ADAMS goes online. Following the recommendations of the massive neural network designed to salvage society, Canada and Latin America join the U.S. to form a single, united country: New America. Five years after the Transition, however, stability has emerged, but at what cost?
Most people depend on sparse government benefits, but some holdouts fled to the countryside and have survived in what are known as Sustainable Agricultural Communities. After his brother goes missing, Jude Kane, a young technician from a SAC in Cascadia, sets out on a mission to find him and bring him home. Joined by his younger sister Maisy, an aspiring doctor, and Zara Malik, an aspiring journalist, they lend their technical and medical skills to struggling SACs along the way. Zara’s reports unwittingly start a movement of hope, truth, and independence that makes them a threat to the government. When Jude discovers his brother is in government custody on terrorism charges, he realizes the Sparrow's fight for freedom may be the one thing that closes the prison doors on his brother forever.
President Blake Connor and his sadistic new Defense Chief General Alvarado are furious about the influence of the Sparrows in New America and set in motion a plan to destroy all Sustainable Agricultural Communities, forcing the surviving residents to flee to the cities. Through the Sparrow Press, Jude and Zara Kane organize and manage to stay just ahead of the decimation of the SACs, providing “nests” in the cities where Sparrows form communities and their influence spreads rapidly. Sparrows begin to win many local and regional elections, and even elect three Sparrows to the Senate. In a desperate attempt to thwart a threat to his power, President Connor suspends the Senate and Regional Governments, sparking a civil war where the Sparrows, committed to non-violence and democracy, are caught in the middle.
